Only about 2 percent of government funding for drug and substance abuse is used for prevention, while the rest is spent on substance abuse treatment, and secondary consequences such as prosecuting and putting offenders in prison. The state of Ohio is still in a desperate need of drug reform to address drug abuse as a public health rather than criminal justice issue. "Neverland" details Yanina Manolova's experiences while living among several Appalachian women during a period of their recovery from substance abuse and domestic violence. Adequate awareness needs to be raised regarding the correlation between these two issues since many of these women end up in the cycle of addiction as a result of incest or family violence.
